Resolutions and Direction to Staff
3.1.1 Draft 2022 Capital Budget.
Director of Finance Stephanie Phillips gave an overview from a prepared power point presentation on the 2022 capital budget draft, including information on benchmarking, funding of the capital budget, reserves and debentures, grants/current year property tax funding, the dedicated capital levy and 2022 capital items.
In response to questions raised by members of Council with respect to the presentation, the following were identified for follow-up:
– provide if available, a comparison of Parry Sound’s total debt outstanding per capita with the BMA average of similarly sized municipalities with similar infrastructure, rather than the average of all Ontario municipalities, some of which may not have the same costs.
– include a lexicon and/or colour code in the future to identify the reason why and where funding for capital purchases is being made; i.e. identify issues such as end of lifecycle purchase, reserve funds, grants, etc.
– renew follow-up efforts with CN and CP, with potential MP’s involvement to request their financial support towards rail safety improvements at the Church Street crossing
– assess with Sail Parry Sound a partnership potential for use of SPS’s facilities by the public using Centennial (the old Town Beach) for washrooms, changerooms.
Resolution
That the staff report, the 2022 Draft Capital Budget and presentation be received for information purposes: and
That Council approve the Draft Capital Budget and directs staff to include it in the preparation of a By-law to set the estimates following the 2022 Draft Operating Budget deliberations.
The following amendment was proposed.
That the second paragraph be revised to read: That Council directs staff to include the draft capital budget with the 2022 Draft Operating Budget in preparation of a by-law to set the estimates.
